Sally Phillips is the younger sister of Wentworth Detention Centre prisoner Sam Greenway.
Sally visits Sam in Wentworth Detention Centre after she has contacted her real mother. She tries to protect Sam by letting her think her mother is ill rather than that she doesn't want to see her.
After Sam escapes, only to be rejected face to face by her mother, she visits Sam again to try to explain, but Sam refuses to accept her offer of friendship. Sam dies soon afterwards after she touches an electrified door that Lou Kelly had fixed for Judy Bryant.
